    Japan bestows order of the Rising Sun on Mr. Hoang Binh Quan, Honorary President of the Viet Nam Young Entrepreneurs’ Association

    Mr. Hoang Binh Quan, former member of the Communist Party of Viet Nam (CPV) Central Committee, former Head of the CPV Central Committee’s External Relations Department, and Honorary President of the Viet Nam Young Entrepreneurs Association (VYEA), has been awarded the Order of the Rising Sun by the Japanese government for his significant contributions to strengthening relations and friendship between Viet Nam and Japan.

    According to information from the Japanese Embassy in Viet Nam, the Japanese government has decided to award the Order of the Rising Sun, with Gold and Silver Rays, to former CPV Central Committee’s External Relations Department Head Hoang Binh Quan.

    On April 29, the Japanese government announced the list of individuals to be awarded the spring 2024 Order of the Rising Sun. Mr. Hoang Binh Quan is one of the foreigners to be honored by Japan on this occasion.

    The Japanese government said that Mr. Hoang Binh Quan, former Head of the Party Central Committee’s External Relations Department, was awarded the Order of the Rising Sun, with Gold and Silver Rays, for his great contributions to the strengthening of relations and close friendship between Viet Nam and Japan over the years.

    Mr. Hoang Binh Quan was born on June 16, 1959, in Tu Tan commune, Vu Thu district, Thai Binh province. He has held the positions of member of the Party Central Committee for the 9th, 10th, 11th and 12th terms; member of the National Assembly’s Foreign Affairs Committee; and National Assembly delegate for the 9th, 11th and 13th terms. He was First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union (HCYU) for the 7th and 8th terms.

    Mr. Hoang Binh Quan is the only leader to date to have held all five positions: First Secretary of the HCYU Central Committee (2001 – 2005), Chairman of the National Committee on Youth of Vietnam (2001 – 2005), President of the Viet Nam Youth Union (2003 – 2005), President of the Viet Nam Students’ Association (1997 – 2003), and President of the Central Council of Teams (1994 – 1997).

    From July 2009 to March 2021, he was assigned as Head of the CPV Central Committee’s External Relations Department. Since September 2022, with the assignment of the Secretariat of CPV Central Committee and the respect of the Executive Board of the VYEA, Mr. Hoang Binh Quan has become the Honorary President of the VYEA.
